The German government has unveiled a far-reaching plan to expedite the development of crucial infrastructure, including renewable energy, rail infrastructure, affordable housing, and broadband/mobile networks. This strategy, dubbed the 'infrastructure turbo', combines legislative reforms, digitalisation, special funding, and process simplification.

Renewable Energy

In an effort to accelerate the deployment of renewable energy projects, such as geothermal energy, the government has proposed the Geothermal Energy Acceleration Act. This draft legislation, introduced in July 2025, aims to digitalise procedures, shorten deadlines, create project manager roles, and simplify legal requirements like mining and water rights. The act also seeks to treat new heating pipelines the same as gas pipelines to expedite their deployment.

Broadband and Mobile Network Expansion

The Federal Ministry for Digital Transformation and Government Modernisation has proposed amendments to the Telecommunications Act, which aim to simplify approval procedures, introduce an alternative notification procedure, prioritise power grid connections for mobile masts, regulate fibre optic rollout in buildings, and align with the EU Gigabit Infrastructure Act. Stakeholders have until August 31, 2025, to submit comments on these proposals.

Rail Infrastructure Improvement

The telecommunications amendment also includes provisions to ensure mobile phone coverage along railway lines, signalling coordinated efforts to improve digital infrastructure along railways.

Affordable Housing

The government has established an Infrastructure Special Fund with a total of €500 billion. €100 billion of this fund is earmarked for federal states and municipalities, the primary entities responsible for housing and local infrastructure investments. This fund aims to address financing needs and accelerate infrastructure projects, implicitly supporting affordable housing development through improved municipal capacity and investment.
